Raymond (Ray) Chiu is the CEO and co-founder of LB Networks® and the Chief Architect behind OcularIP®, the company’s software-as-a-service platform for Availability Intelligence™ and SLA performance assurance across complex multi-carrier service environments. With more than 30 years of engineering leadership across the telecommunications and network technology industries, Ray has played a key role in designing and advancing network architectures used by some of the world’s largest carriers and enterprises.
Ray’s expertise spans network architecture design, implementation, and operational support for large-scale telecommunications infrastructure, including complex multi-carrier environments. Throughout his career, he has focused on building high-performance, carrier-grade systems that support evolving demands for network visibility, SLA performance management, and service assurance across both on-net and off-net networks.
He has also contributed to the development of standards and architectures within the Carrier Ethernet ecosystem, including technologies supporting mobile backhaul, performance monitoring, and next-generation transport networks.
Ray earned his Master’s degree in Telecommunications from Washington University and began his career working on advanced networking technologies at Ericsson. During his tenure there, he served as Director of Technical Business Development and worked closely with industry groups such as the MPLS/IP Technical Forum, contributing to the development of terabyte transport technologies and large-scale carrier network architectures.
Prior to founding LB Networks, Ray served as Chief Technology Officer and Senior Vice President of Engineering & Operations at American Broadband, a national IP carrier. In that role, he led engineering and operations teams responsible for building and operating a nationwide IP backbone supporting telecommunications providers, healthcare organizations, government institutions, and enterprise customers. His work included early fiber-to-the-tower deployments and managing off-net connectivity across multiple carrier partners, experience that helped shape his approach to network visibility, SLA performance, and service assurance.
Today, Ray leads the ongoing development of the OcularIP Availability Intelligence™ platform, which enables service providers to automate SLA performance assurance, eCompliance reporting, and operational visibility across both on-net and off-net services. Innovations such as the OcularIP Business Services Portal and OcularIP Type1+ architecture help service providers deliver transparent performance insights to customers while operating off-net networks with the same operational discipline and predictability as owned infrastructure.
Ray has been involved in the design of network architectures and technical standards within the Carrier Ethernet industry, contributing to initiatives supporting mobile backhaul technologies, performance monitoring frameworks, and next-generation transport networks.
